Joseph Nye's Complex Interdependence theory - Benghazi & Russian invasions

The model of ‘Complex Interdependence’ was developed by Robert O Keohane and Joseph S. Nye in the late 1970s. It was a major challenge to fundamental assumptions of traditional and structural realism which focused on military and economic capabilities to explain state behavior. Complex Interdependence on the contrary highlighted the emergence of transnational actors vis-à-vis the state. Focus was the rise of international regimes and institutions that compensated traditional military capabilities and the new importance of welfare and trade in foreign policy matters compared to status and security issues. Complex Interdependence actually became a central component of the neoliberal perspective and has been widely used in the analyses of international politics making an attempt to understand willingness of states to enter into cooperative alliances with one another under conditions of anarchy and dependence.   I will relate this theory to the Benghazi incident.  The CIA Annex in Benghazi had contractor military men to protect private CIA operatives.  There were 2 men from that complex who intervened in trying to save Ambassador Stevens and Sean Smith at the diplomatic compound in Benghazi.   The CIA gave orders to stand down and there was not a coordinated response to effectively secure the consulate after the disaster started.  I will relate this theory to that occasion and also compare it to 3 Russian journalists who died this week in the Central African Republic trying to investigate mining ties Putin had in exchange for giving arms to CAR.  We also explore private contractors in foreign nations, their goals and aims.
