How terrorists Khalid Al Midhar & Nawaf Alhazmi were neglected by CIA, NSA, FBI

The Foreign Intelligence Surveillance Act of 1979 primarily prohibits US intelligence from sharing information.  The CIA is forbidden to share information with the FBI in most cases.  Khalid al Midhar and Nawaf Alhazmi fell below the radar of cross communication between intelligence agencies.  Why?  The NSA were tracking their phone calls and communication in relationship to Bin Laden's Yemenese Communication Center and activity in Malaysia & San Diego.  They were not sharing this information with the FBI director who was also aware of their danger and US visa status.  The FBI director did not know they had taken residency in the US.  Had there been a provision of cross communication with the 3 main agencies, 911 and other attacks could have been prevented.  Also, 2 of the 911 hijackers were staying at the Motel Valencia in Maryland 2 miles from NSA HQ actively planning the largest terrorist act on Americans.
