Did Dr. Fauci, Director of NIH Use Experimental Drugs on Foster Babies & Kids?

Did Dr. Fauci as Director of NIH, while researching HIV-AIDS cures use Foster babies, children, and teenagers for his experimental and trial drugs and treatments while some kids died and others were directly adversely effected?  Where was Child Protective Services?  Where were the Judges who are the public officers responsible for the welfare and safety of every minor child in the nation? How did Fauci's NIH research end up with Foster babies, Kids, and Teenagers from the State without their deliverying those babies and kids to the NIH Researchers for their experimental and trial drugs and treatments without any guardian or CPS agent present?  If babies and kids and teenagers were injured or died shouldn't the Department of Justice be opening up this case and attempting to find out how many kids died during that time period if used as an experimental and trial case study?  Isn't this waht Hitler did to babies and children and young people to sterilize them or use them for experiments and trials and treatments who he took hostage without any guardians present?  How is it that they are now taking the entire world hostage as Human Lab Rats for experimental and trial multiple injections?
